Lawrence M. Johmann, Jr.,  P.E., QSD

Principal

With the experience gained while working nearly 15 years for mostly public agencies (Alameda County Public Works Agency / Alameda County Flood Control and Water Conservation District, City of Menlo Park, Guadalupe-Coyote Resource Conservation District, and San Jose Mineta International Airport), Lawrence established an engineering consulting firm in 2008. 

In 2010, he named the company Alaco Engineering in reverence to Alameda County—the area where the firm is located, and mostly serves, as well as the employer under which he earned most of his professional experience and credentials up to that point. 

Lawrence has a diverse engineering background that includes land development, hydrology, hydraulics, stormwater and floodplain management, design of residential structures, construction specification writing and project management. He holds a degree from the Civil and Environmental Engineering Program at San Jose State University


Frank L. Codd, P.E.

Civil Engineer

Frank is Alaco's data guru with a passion for analyzing local rain storms and their associated runoff. You would be hard pressed to find anyone with more knowledge of Alameda County's historic storms and the gauging stations that have documented it all. 

When previously employed by the County, he was known as the human hydrologic database.  Humorously befitting, of course, considering that his dad, Edgar Frank Codd, is recognized as being the father of the relational database. 

Frank sets up  gauges, acquires their data and those from others, and utilizes this information to model a watershed's hydrologic condition in support of engineering drainage studies and project designs. Toward such endeavors, Alaco employs industry standard software developed and published by the US Army Corps of Engineers Hydraulic Engineering Center.

Frank holds a degree from the Department of Civil and Environmental Engineering at UC Berkeley and was once employed by the firm Bissel & Karn. The company later merged with Greiner Engineering, which was then subsequently acquired by URS and then AECOM.  Alaco Engineering currently has a partnering arrangement with AECOM.

Cameron E. Lai

Engineering Technician, Hazwopper Certified

The latest addition to the Alaco family, Cameron audits permits for wells and exploratory holes, collects engineering data, and creates and modifies CAD drawings.
